Medical Care for Low-Income Populations

Medicaid faces unprecedented political and fiscal pressures, with ripple effects that particularly threaten vulnerable patients. Mitchell Katz, the president and CEO of NYC Health + Hospitals, will review the complexities unique to providing medical care to low-income populations. Katz will also provide an overview of how the United States funds care for low-income patients through a patchwork of federal, state, and local programs — and what happens when funding contracts. Understanding these dynamics is essential for clinicians, policymakers, and anyone invested in equitable care delivery.

Mitchell Katz, MD, is the president and CEO of NYC Health + Hospitals, the largest municipal healthcare system in the United States. Since his appointment in 2018, the New York City system has significantly expanded access to medical care, including through the creation of NYC Care, a universal access program for uninsured New Yorkers. He previously served as the director of the L.A. County Department of Health Services and as the director and health officer of the San Francisco Department of Public Health, where he launched Healthy San Francisco. Katz is a graduate of our UCSF Internal Medicine residency program.
